Kelly is the one who saw an opportunity for the US to enter into a bilateral agreement with China about climate change. It was a first. Their agreement helped bolster the Paris Accord.

She explains how policy works and how cap and trade and carbon tax can solve the carbon problem. She helps us see how powerful it will be if we set goals and create policy to meet those goals. Kelly understands the importance of the United States keeping up with the international energy market and urges policymakers to help.
