“Policy is a really important factor because the energy industry is regulated, and what that means is it conforms to a set of rules at the state and federal level that policymakers agree on. So people, residents, can say we want more clean energy, we want our state, our town, even at the city level, we want our city to be more active, to do more to make this happen.”
